A high altitude platform (HAP) is an airborne platform used to perform a variety of functions including communications, surveillance, meteorology, and navigation. HAPs are typically unmanned aerial vehicles (UAVs) or balloons, and are operated at altitudes above 18,000 feet (5,486 meters). HAPs offer a number of advantages over traditional ground–based systems, including the ability to provide coverage in remote or hostile environments, and the ability to remain on station for long periods of time.
